The military administration in the re-annexed areas was closed off from the mother country based on the decrees of the Royal Hungarian Army. In addition to the restrictions on contact, only the Hungarian Party of the Uplands was allowed to organize in the re-annexed areas, and the only press products that could be distributed were the Hungarian Newspaper of the Uplands published in Budapest, and the transport and postal delivery of all other periodical press products across the Trianon border was strictly prohibited.
