After the royal county became a noble county (at the end of the 13th century), the seat of Zemplén County moved to another location several times until the middle of the 18th century. From 1299, Zemplén enjoyed the status of a market town and the county assemblies and the county court were held here in the Árpád-era castle. Zemplén Castle was destroyed in the 17th century, so it was deemed necessary to build a suitable place for the assemblies, a county hall. While the county hall was being built, the assemblies were temporarily held in Újhely. However, by the middle of the 18th century, neither Zemplén nor the county hall built in the 17th century met the requirements of the time. According to a royal decree, county halls had to be built in a free royal city or a larger market town and the county archive had to be located. By this time, Zemplén was one of the smallest market towns in the county. That is why they decided in 1754 to sell the county hall, which had already become too small for meetings, and from then on, no county meetings were held in Zemplén.
